WHO WE ARE

The Route to Belém is an initiative of PRODOC, a partnership between the United Nations Development Programme (UNDP) in Brazil and the Secretariat of Climate, Environment and Energy (Seclima) of the Ministry of Foreign Affairs of Brazil.

Our goal is to help make COP30 a turning point for the international community in the fight against global climate change. We also seek to support the participation of the Brazilian negotiating team and contribute to the success of the Brazilian presidency at COP30 in Belém.

We have two main strategies that combine technical expertise with new technologies and digital environments. The first uses scientific studies to strengthen discussions among negotiators at COP30 in Belém. The second focuses on developing digital tools, such as a metaverse platform (Maloca), an AI chatbot specialized in climate change issues (Macaozinho), and a smart agenda (Uirapuru). These tools aim to engage society, the private sector, and academia in the debates at the Belém summit and future COPs.

The project is only possible thanks to the support of both national and international associations and organizations.

Get to know SECLIMA/MRE

The Secretariat of Climate, Energy, and Environment of the Ministry of Foreign Affairs (MRE) is the body responsible for Brazilian foreign policy related to climate change, energy, and the environment. The Secretariat works on several fronts, including conducting international negotiations on global climate change, promoting international cooperation in energy and the environment, and coordinating Brazililian foreign policy in these areas.

The Conference of the Parties (COP) is the annual summit where countries come together to address global climate change, and COP30 will take place in Belém, Pará, Brazil, in 2025. The COP is the body responsible for making the necessary decisions to implement the commitments made by countries to combat global climate change. It was established by the United Nations Framework Convention on Climate Change (UNFCCC), which was opened for signature at the United Nations Conference on Environment and Development (Rio-92), inaugurating the multilateral regime for responding to global warming.

Meet the team

technical team:

  • Technical Coordinator:

    Electronics Engineer (IME), economist (UERJ), and master in operational research (IME), with specializations in energy planning and the nuclear fuel cycle in France and Germany. He has worked for over 40 years in energy planning, climate change, and sustainability. He was National Secretary for Climate Change and held strategic positions in the Ministries of Environment, Mines and Energy, Science and Technology, and Petrobras. He has participated in IPCC scientific meetings since 1994 and was a member of the team recognized with the Nobel Peace Prize awarded to the IPCC in 2007. He was also awarded the Medal of the Order of Rio Branco by the Brazilian government for his contributions to environmental diplomacy. He contributed to the formulation of the Brazilian proposal for Kyoto and the CDM, REDD, the Brazilian NDC, and Article 6 of the Paris Agreement. He currently coordinates the project "COP30 in Brazil: Structured and Implemented Presidency and Supported Delegation" and is a doctoral candidate in International Relations at PUC Minas.

  • Presidential Support Coordinator

    He holds a postdoctoral degree and is a researcher in International Relations at PUC Minas, where he also coordinates the postgraduate course on Global Climate Change: Management, Policy, and Economic Instruments. He served as Secretary of Climate Change and Forests at the Ministry of the Environment and chaired both the Consultative Group of Experts (CGE) and the Warsaw International Mechanism on Loss and Damage under the UNFCCC. He was a Senior Specialist in Climate and Sustainability at the IDB, contributing to the design of the NDC Invest Platform. He also coordinated the Lusophone Nucleus, supporting the nine CPLP countries on global climate change issues.

  • Partnership Specialist

    An economist with a master's degree in business administration and a PhD in Production Engineering from the Federal University of Rio de Janeiro (UFRJ), he has extensive international experience in the public and private sectors, public-private partnerships, and multilateral organizations. He has worked on projects in Brazil and abroad. From 2006 to 2025, he worked at international development banks IDB and KfW as Lead Financial Markets Specialist, Private Sector Coordinator, and Senior Project Coordinator. As Lead Specialist at the IDB, he developed the concept and supported the implementation of the Financial Innovation Laboratory.

  • Climate Change and Nature Specialist

    She holds a master's degree in political science and has several years of experience in sustainability and environmental issues, working in sectors such as energy, real estate, food, and healthcare. She currently supports the Sustainable Environmental Development Unit at UNDP Brazil, with a primary focus on COP30.

  • Mutirão Global COP30

    Indigenous communicator and climate activist, he has been monitoring Indigenous issues on the global climate change agenda since COP25. At COP30, he is participating in the Mutirão Global. He founded the communications collective Mídia Indígena and uses his platforms to amplify the voices and struggles of Indigenous peoples, particularly on issues related to land demarcation and environmental protection. He has attended UN climate conferences, contributing to discussions and negotiations while providing audiovisual coverage of Indigenous leaders' actions. A member of the Terena people of Mato Grosso do Sul, he is also an Indigenous artist who studies the impact of climate change on their territories through sound and sonority.

  • Project Management Associate – COP30

    A multidisciplinary professional with a solid administrative background in public and international institutions and the educational sector. She holds a degree and a teaching license in biological sciences, a postgraduate degree in environmental management and a second degree in pedagogy. Her professional focus includes efficient management, financial planning, career transition, and time management. She values ​​assertive communication, ethical conduct, and goal-oriented performance in highly demanding institutional environments. 

  • Communications and Press Analyst.

    She is a journalist with over 20 years of experience and holds a master's degree in gender studies from PUC-SP. She has worked as an editor and reporter for outlets such as BBC News, Intercept, Repórter Brasil, Estadão, and Veja. She has also worked on communication and social media strategy for NGOs. She has received awards and been a fellow at international organizations such as the ICFJ (International Center for Journalists), the Dart Center-Columbia University, and the Pulitzer Center. She is the mother of two teenage children.

  • Software Analyst

    He holds a degree in aerospace engineering and a master’s degree in electronic and automation systems from the University of Brasília (UnB). He is a full-stack developer specializing in machine learning and deep learning.

  • Project Manager

    A legal expert who specializes in Public Law, he has extensive experience in public administration, international cooperation, and racial equality policies. He has worked on UNDP climate change projects with the MCTI (National Institute of Labor and Employment), and has held advisory positions at agencies such as SEPPIR/PR, the Ministry of Women, Racial Equality, and Human Rights, and the Federal Public Defender's Office. He is a civil servant at the Federal District Court of Justice (TJDFT), currently on leave to work on the COP30 PRODOC.

  • Technical Analyst

    A political scientist with an MBA in project management, she has over 25 years of experience, two decades of which have been dedicated to sustainable development, particularly in the areas of climate change and international cooperation. She has worked in project management, results monitoring, training, knowledge management, and institutional coordination, collaborating with governments, the private sector, NGOs, and the UN system.

  • Project Assistant

    An administrator by training, she is passionate about turning projects into reality. She has solid experience executing international technical cooperation projects with UN agencies, working across a multi-thematic portfolio that includes the environment, health, economics, and the private sector. She manages all stages of the project cycle with organization, agility, and proactivity, combined with strong interpersonal skills that make a difference.

  • Project Assistant 

    She holds a degree in Trilingual Executive Secretariat (2012) and has supported UNDP projects for 10 years, focusing on Travel and Procurement. Between 2015 and 2023, she worked on projects related to social protection and inclusive development, and since 2023 she has been involved in initiatives for the G20 and BRICS. She is currently supporting the implementation of the COP30 project within the Sustainable Environmental Development Unit.  

  • Project Assistant

    He holds a degree in international relations and has experience in diplomacy, travel management, and event planning for foreign representations in Brazil, as well as in operational processes within the UN system. He is passionate about projects that combine international cooperation, sustainability, and innovation. He currently works on the COP30 project within UNDP’s Sustainable Environmental Development Unit.

  • Software Engineering and AI Specialist

    He holds degrees in electrical engineering from Unicamp and electronics from Politecnico di Torino, as well as a degree in entrepreneurship from Stanford University. He has over 21 years of experience, particularly in software engineering, data pipelines, and technical recruitment, having worked with both startups and global corporations. He currently focuses on designing innovative cloud infrastructures and AI-driven solutions.

  • Adaptation Specialist

    A biologist with a master's and PhD in ecology, he is a Fellow of the ASHOKA Global Network and has worked as a university professor in the areas of sustainability, ethics, and climate change since 1998. With over 25 years of consulting experience, he worked at FIESC in Corporate Governance and led ESG projects for multinational companies in the textile, energy, food, metalworking, forestry, and mining sectors. He has collaborated on adaptation initiatives with international development and cooperation agencies such as the IDB, GIZ, and CAF, and has contributed to strategies aimed at reducing climate vulnerability for governments, companies, and civil society organizations. He currently serves as an ESG Advisor and Senior Consultant on Climate Adaptation.
