WHO WE ARE
Route to Belém is an initiative of PRODOC, a partnership between the United Nations Development Programme (UNDP) in Brazil and the Secretariat for Climate, Environment and Energy (Seclima) of the Brazilian Ministry of Foreign Affairs.
Our goal is to help make COP30 the "turning point" for the international community in combating global climate change. We also aim to support the participation of the Brazilian negotiating team and contribute to the success of Brazil's Presidency of COP30 in Belém.
We have two main strategies that combine technical knowledge with new technologies and digital environments. The first uses scientific studies to strengthen discussions among negotiators at the Belém COP. The second develops digital tools such as a metaverse digital platform (Maloca), an AI chatbot specialized in climate change issues (Macaozinho), and a smart agenda (Uirapuru). All aim to engage society, the private sector, and academia in the debates of the Belém summit and future COPs.

Get to know SECLIMA/MRE
The Secretariat for Climate, Energy and Environment of the Ministry of Foreign Affairs (MRE) is the body responsible for Brazilian foreign policy related to climate change, energy and the environment. The Secretariat operates on several fronts, such as international negotiations on global climate change, promotion of international cooperation in energy and the environment, and coordination of Brazilian foreign policy in these areas.
The Conferences of the Parties (COPs) are annual summits on global climate change, which, in 2025, will take place in Belém (PA), Brazil. The COP is the body responsible for making the necessary decisions to implement the commitments made by countries in the fight against global climate change. It was created by the United Nations Framework Convention on Climate Change (UNFCCC), which was opened for signature at the UN Conference on Environment and Development (Rio-92) and inaugurated the multilateral regime to respond to global warming.

Technical Coordinator.
Electronic engineer (IME), economist (UERJ), and Master in Operations Research (IME), with specializations in energy planning and the nuclear fuel cycle in France and Germany. He has worked for over 40 years in the areas of energy planning, climate change, and sustainability. He was the National Secretary for Climate Change and held strategic positions in the Ministries of Environment, Mines and Energy, Science and Technology, as well as Petrobras. He has participated in IPCC scientific meetings since 1994, having been part of the team recognized with the Nobel Peace Prize awarded to the IPCC in 2007. He was also awarded the Order of Rio Branco Medal by the Brazilian government for his contribution to environmental diplomacy. He contributed to the formulation of the Brazilian proposal for Kyoto and the CDM, REDD, the Brazilian NDC, and Article 6 of the Paris Agreement. Currently, he coordinates the project "COP30 in Brazil: Structured and Implemented Presidency and Supported Delegation" and is a doctoral candidate in International Relations at PUC Minas.

Coordinator of Support to the Presidency
Postdoctoral researcher in International Relations at PUC Minas, where he also coordinates the postgraduate course in Global Climate Change: management instruments, policy and economics. He was Secretary of Climate Change and Forests at the Ministry of the Environment and chaired the Consultative Group of Experts (CGE) and the Warsaw International Mechanism on Loss and Damage of the UNFCCC. He worked as a Senior Climate and Sustainability Specialist at the IDB, contributing to the design of the NDC Invest Platform. He also coordinated the Lusophone Nucleus, supporting the nine CPLP countries on issues related to global climate change.

Partnership Specialist
An economist with a Master's degree in Business Administration and a PhD in Production Engineering from UFRJ (Federal University of Rio de Janeiro), he possesses extensive international experience in the public and private sectors, in public-private partnerships, and in multilateral organizations. He has worked on projects in Brazil and internationally. From 2006 to 2025, he worked at the international development banks IDB and KfW, holding the positions of Lead Financial Markets Specialist, Private Sector Coordinator, and Senior Project Coordinator. He developed the concept and supported the implementation of the Financial Innovation Laboratory in his role as Lead Specialist at the IDB.

Specialist in Climate Change and Nature
Holds a master's degree in Political Science. Has several years of experience in sustainability and environmental issues, working in sectors such as energy, real estate, food, and health. Currently, supports the Sustainable Environmental Development Unit of UNDP Brazil, with a primary focus on COP30.

Global Task Force COP30:
An Indigenous communicator and climate activist, he has been following Indigenous issues on the global climate change agenda since COP25. At COP30, he is involved in the Global Task Force. He is the founder of the Indigenous Media communication collective and uses its platforms to amplify the voices and struggles of Indigenous peoples, especially on issues related to land demarcation and environmental protection. He has attended UN climate conferences, participating in discussions and negotiations and providing audiovisual coverage of the actions of Indigenous leaders. Belonging to the Terena people of Mato Grosso do Sul, she is an Indigenous artist who studies the impact of climate change on territories through sound and sonority.

Project Management Associate – COP30
Multidisciplinary professional with a solid administrative background in public and international institutions, as well as in the education sector. Holds a bachelor's degree and teaching certification in Biological Sciences, with postgraduate studies in Environmental Management and a second teaching degree in Pedagogy. Focuses on efficient management, financial planning, career transition, and time management. Values assertive communication, ethical conduct, and meeting targets in demanding institutional environments.

Communication and Press Analyst.
She is a journalist with over 20 years of experience and a master's degree in gender studies from PUC-SP. She has worked as an editor and reporter for outlets such as BBC News, Intercept, Repórter Brasil, Estadão, and Veja. She has also worked in communication strategy and social media for NGOs. She has won awards and been a fellow of international organizations such as ICFJ (International Center for Journalists), Dart Center-Columbia University, and the Pulitzer Center. She is the mother of two teenagers.

With over 25 years of experience in consulting, he worked at FIESC (Federation of Industries of the State of Santa Catarina) in Corporate Governance and led ESG projects in multinational companies in the textile, energy, food, metalworking, forestry, and mining sectors. He collaborated on adaptation initiatives in international development and cooperation agencies such as IDB (Inter-American Development Bank), GIZ (Global Integration Organization of Santa Catarina), and CAF (Center for Economic and Financial Development). He contributed to strategies for reducing climate vulnerabilities for governments, companies, and civil society organizations. Currently, he is an ESG Advisor and Senior Consultant in Climate Adaptation.
